PYONGYANG — North Korean leader Kim Jong-il has acted in a frank and open manner on the first day of the inter-Korean summit. His behavior seems to stem from his belief that substance is more important than form.
The National Defense Commission Chairman has so far treated President Kim and his entourage in a friendly and natural way.
While Chairman Kim’s style of speaking and personality have been a source of mystery for years, his demeanor on the opening day of the summit seems to suggest that he is a normal head of state. His voice was a bit fiery but articulate.
He noted the significance of the landmark summit with President Kim Dae-jung, indicating that he has prepared well for his meetings with the South Korean leader.
Although the North Korean side was reluctant to admit a large number of South Korean journalists, according to South Korean officials, Chairman Kim acted very resolutely, demonstrating confidence in his contacts with President Kim and his delegation.
Chairman Kim responded in a normal and natural way when South Korean journalists or members of President Kim’s entourage approached him.
He also demonstrated his confidence at the Paekhwawon State Guest House where President Kim and his entourage are staying during their visit to the North. For example, he suggested that South Korean officials be photographed with him, following a photo session with President Kim and First Lady Lee Hee-ho.
At the reception room, Chairman Kim greeted members of the Southern delegation. In particular, he addressed Minister of Culture and Tourism Park Jie-won and Minister of Unification Park Jae-kyu, joking, “I know both of you well as I have seen you on TV so much.”
Chairman Kim revealed his motives for agreeing to meet with President Kim Dae-jung and was quoted as having said: “I know some may have questions as to why President Kim is coming to Pyongyang and I am receiving (him). It is for free dialogue.” He also pointed out the fact that South Korea and other parts of the world are keeping a close eye on the first-ever inter-Korean summit.
To South Korean officials, Chairman Kim said: “Everything will progress well. Let us proceed with June 14 schedule, after having rested, free from any sense of anxiety.”
Chairman Kim impressed the Southern delegation as he paid due respect to President Kim who is many years older. His confident behavior was interpreted as an indication of his firm grip on power in the North.
Chairman Kim’s unannounced appearance at Sunan Airport was also a major surprise to the South Korean visitors. Modest arrival procedures were anticipated, but President Kim was accorded a full honor guard ceremony.
It was also unprecedented that Chair-man Kim accompanied President Kim to the Paekhwawon State Guest House in a limousine.
